Noah Scurry, known professionally as Joker OTV, was an American drill rapper from North Philadelphia, Pennsylvania. He gained prominence in the Philadelphia underground rap scene through his raw storytelling and intense delivery. His music frequently detailed the harsh realities of inner-city life. His rising career was cut short when he was killed in a shooting. Scurry grew up in the North Philadelphia area. He began releasing music under the moniker Joker OTV.
