Filippo Rosa is best treated, on currently accessible evidence, as a composer-name attached to a very small body of mid-eighteenth-century recorder/flute repertory, with almost no recoverable personal biography. Modern scholarly discussion of the Neapolitan recorder tradition explicitly states that nothing is known of him, and even the commonly repeated association with Naples cannot be confirmed from the open evidence base used here.
